And installing macOS Sierra (not High Sierra) is not recommended for this build. 1 for example, may result in compatibility and/or stability issues, etc. Starting with a clean install of an older version of High Sierra 10.13. High Sierra 10.13.5 is the latest version as of this writing and that will ensure compatibility. I just wanted to stress that it's key to start with a later version of macOS High Sierra 10.13.4 or later to ensure compatibility, especially with native drivers included for the RX580, etc. (I have since updated to High Sierra 10.13.5 without any issues whatsoever.)
